The hook file patch will hopefully allow more coordination between module and allow one module to re-use another module's files. Think of an image browser listing all the images uploaded to the site... works fine for small single users sites but with multiple users you're going to want some way of controlling access to the files. For sanity, it'd be great if this would mirror the node access framework.
